National Carbon Registry

The national carbon registry governments use to measure, issue, transfer, and retire credits — AI measurement and a ledger, on an enterprise system the country administers.

A national carbon registry

DURTEQ’s carbon pathway is the AXERP national carbon registry: the system a government uses to measure, register, issue, transfer, and retire carbon credits. It is enterprise software with an AI measurement layer and a ledger, built for a ministry that has to own the record. It is not a promise that a credit will be issued, sold, or traded.

The registry is the operating record for the programme. Project files, roles, serial numbers, and the credit lifecycle live in one system. Measurement sits on top of that record. A serialized credit can be anchored to a ledger so the ton that was issued is the ton that gets retired.

How measurement works

  1. Define the area. Draw it, upload a shapefile, or digitize the baseline.
  2. Bring in satellite or drone imagery and prepare it for analysis.
  3. Run the models for land use, biomass, and change.
  4. Apply the methodology. The registry is built for REDD+, ARR, IFM, and blue carbon.
  5. Flag anomalies, keep the audit trail, and check the result against the methodology.
  6. Publish the verified tons in the registry. If a credit is later redeemed, the registry retires it.

What the government operates

  • Lifecycle. Registration, validation, issuance, transfer, and retirement, with serials so the same ton is not counted twice.
  • Article 6 practice. Authorization flags, reporting exports for Article 6.2 and 6.4, and a metadata shape that can be compared across registries.
  • Roles. The designated national authority, project proponents, verifier bodies, and buyer accounts, each with a limited permission.
  • Where it runs. A national data center or a sovereign cloud. The government keeps administrative ownership of the system and the data.
  • Field payments. The same platform can pay farmers, rangers, and cooperatives against a verified result, with approval chains and a record of who was paid.

Carbon-credit eligibility, issuance, transfer, and use depend on the applicable methodology, registry, independent verification, host-country authorization, and relevant law. DURTEQ does not guarantee issuance, price, liquidity, or tradability.

A ministry or a programme lead can request a briefing on standing up the registry.
